Qualified bidders are invited to submit sealed proposals to examine options and produce a Feasibility Study Report (“study”) with a market analysis and development plan inclusive of the engineering, construction, operating and business to stimulate creative discussions surrounding the overall concept and feasibility of a Fiber to the Premise (FTTP) high speed network within the City of Spring Hill.

RFP for REVITALIZATION OF THE CITY HALL / CIVIC CENTER
Qualified bidders are invited to submit sealed bids for the renovation / revitalization of the City Hall / Civic Center, located at 401 N. Madison, Spring Hill Kansas, for the City of Spring Hill. Owner will receive sealed bids at City Hall, Attn: Glenda Gerrity, City Clerk, 102 S. Main, P.O. Box 424, Spring Hill, KS. 66083-0424, until 10:00 AM, CST, Wednesday, April 19, 2017. Bid will thereafter be publicly opened and read aloud at the Spring Hill Community Center located at 613 S. Race Street. Sealed envelopes enclosing bids shall be marked: “REQUEST FOR BID PROPOSAL-RFP CIVIC CENTER- DO NOT OPEN UNTIL BID OPENING”. Bidders are encouraged to be present for the public bid opening. Bids received after the deadline will not be considered for the award of the contract, and shall be considered void and unacceptable. There will be a pre-bid inspection and answer showing on March 30, 2017, located at 401 N. Madison, @ 10:00 AM, CST. Americans with Disabilities Act (ADA) portions of the renovation /revitalization are subject to Davis-Bacon Wage Rate Decision, and Contractor Certification for a HUD Assisted Construction Project. Information regarding Wage Rate Decision and Contractor Certification is in the bid package specifications.
The plans and specifications for bidding the project may be inspected at City Hall located at 102 S. Main. Plans and specification will also be on file at the following locations for use by contractors and suppliers:

Bidder acknowledges the right of the City to reject any or all bids and to waive any formality, informality, or irregularity in any bid received. In addition, the bidder recognizes the right of the City to reject a bid if the Bidder fails to furnish any required bid security, or to submit the data required by the bidding documents, or if the bid is in any way incomplete or irregular.
