Administration

The Administration Division leads the Spring Hill Police Department. Richard Mann serves as Chief of Police and Major Brian Holmes serves as Deputy Police Chief. These positions are assisted by an Administrative Assistant.

Chief Richard Mann


Chief Mann was appointed as Chief of Police in 2011. Prior to his appointment as chief, he was a patrol sergeant with the Spring Hill Police Department.

Chief Mann holds a Bachelor of Science in Organizational Management and Leadership and plans to complete his Masters of Science in Public Administration in 2016. He is a past graduate of executive leadership and management courses from the FBI Central States L.E.E.D.S., Kansas Police Administrators, FBI LEEDA, and, recently, the 261st session of the FBI National Academy.

"It is my honor and privilege to lead the men and women of the Spring Hill Police Department," Chief Mann said. "The officers are the foundation of this department. I look forward to working with and alongside the citizens of Spring Hill, and I encourage residents to provide input on how their department can better serve them."

Chief Mann resides in Spring Hill with his family and loves spending time with his family, fishing, hunting, exercising, and training and instructing in Filipino/Indonesian martial arts.

Assistant Chief Brian Holmes


Major Brian Holmes was appointed as the first Assistant Chief of Police in Spring Hill in 2013. Previously, Assistant Chief Holmes served as a Patrol Sergeant with the department.

Assistant Chief Holmes holds a Bachelor's of Science in Criminal Justice Administration from the University of Phoenix and is a member of the National Criminal Justice Honor Society. He is a graduate of the FBI Central States L.E.E.D.S. Course, and KPAS and is an FBI Trilogy award recipient.
